My professional practice focuses on public law, government contracting, conflict resolution and financing of infrastructure projects. I have fourteen (14) years of experience and have advised private companies in the participation in public bids carried out by state entities, as well as in the structuring of public-private partnerships and in the financial closings of concessions. I have also advised government contractors and concessionaires in the execution, execution and liquidation of government contracts, as well as in their corporate and partnership matters. I have advised state entities in the legal structuring of contracting processes (especially in the infrastructure, transportation and mobility sectors). I am a lawyer from Universidad de los Andes, with a Master's degree in “Construction Law and Disputes Resolution” from Kings College London and a specialization in Public Law from Universidad de los Andes.
Experience
- Advised Unión Vial Rio Pamplonita in the refinancing of the debt of the Pamplona - Cúcuta road project.
- Advised OHLA, a Spanish company, in two amicable settlements for the resolution of conflicts arising from the construction contract entered into with the Instituto de Desarrollo Urbano - IDU.
- Advised OHLA, a Spanish company, in two amicable settlements for the resolution of conflicts arising from the construction contract entered into with the Instituto de Desarrollo Urbano - IDU.
- Advised Constructora Colpatria, one of the largest construction companies in Colombia, in connection with the execution of a construction contract for the construction of a highway and a national arbitration to settle disputes arising out of the construction contract.
- Advised Transitia RC S.A.S., a Spanish company, in the preparation and negotiation of a port concession contract for the construction, maintenance and operation of a port in Colombia, as well as in the preparation and negotiation of the EPC contract. Maintenance and operation of a port in Colombia, as well as in the elaboration and negotiation of the EPC contract.
- Advised Ashmore Group, investor in several carriage and public transportation concession contracts, in connection with the execution of such contracts and a national arbitration to settle disputes arising from the public transportation concession contract in the city of Cartagena.
- Advised Mota Engil, a Portuguese company, in the preparation, negotiation and execution of an EPC contract for the construction of a water treatment plant in Colombia.
- I advised M1 Transportes Sustentaveis Ltda., a Brazilian company, in Public Bidding No. SDM-LP-101-2021, whose purpose is to “contract the administration, maintenance and economic use of public use areas for the development of the rental activity of micromobility vehicles - shared bicycle system (sbc), subject to its preservation, good use, collective enjoyment and sustainability”, who were awarded the contract.
- Advised Jan de Nul and Fanalca (Belgian company) in the structuring of a private initiative PPP in the feasibility stage for the deepening of the access channel to the Port of Buenaventura.
- I advised the Water Route Plural Structure in the legal structuring of the private initiative PPP in prefeasibility and feasibility stage, whose purpose is “the financing, preparation of studies and final designs, environmental management, land management, social management, construction, pavement rehabilitation, operation and maintenance of the Water Route Private Initiative project, as established in the Technical Appendix”.
- I advised KMA Construcciones and GIA in the Public Bidding FGN-NC- LP-APP-0002-2020, whose object is “Granting of a Concession, under the Public-Private Partnership scheme, of public initiative, for ‘The Financing, the execution of Detailed Studies, Demolition, Construction, Equipment, Operation and Maintenance of a single Headquarters for the Attorney General's Office in the City of Santiago de Cali, for the account and risk of the Concessionaire and the Reversion at the termination of the Contract’.
- I advised BlackRock, a U.S. private equity fund, in the pre-qualification process for the construction and operation of the Bosa Hospital.
- I participated in the public structuring of Bids No. TMSA-LP-001-2018 and Bidding TMSA-LP-002-2018 for the provision and operation of the fleet for Phase I and II of the Transmilenio System.
- I advised private companies in fifteen (15) pre-qualification processes of the fourth generation of road concessions (4G) and, subsequently, in their bidding processes.

Asesores legales para la concesión de la Avenida Longitudinal en asuntos corporativos cotidianos y en asuntos de ejecución contractual con la Agencia Nacional de Infraestructura (ANI). Esta carretera, que ha sido planificada para atravesar la ciudad de Bogotá de norte a sur a lo largo de todo su borde occidental en el futuro, aunque actualmente está construida pero no operativa en el municipio de Soacha.

Asesores legales para Pacifico 3 en todos sus asuntos cotidianos, así como en la ejecución del contrato de concesión. El proyecto de la Concesión Conexión Pacífico 3 corresponde a la primera ola de proyectos de infraestructura 4G otorgados bajo el esquema de Asociación Público-Privada (APP) por la Agencia Nacional de Infraestructura (ANI).

Este es el concesionario responsable de estudios y diseños definitivos, financiamiento, gestión ambiental, gestión de tierras y sociales, construcción, mejora, rehabilitación, operación, mantenimiento y reversión de la Concesión Ruta al Mar.
